Fire doors regulations in England: the three documents that apply, and which one answers which question

Updated

Fire doors regulations in England are three documents, and each answers a different question. The Regulatory Reform (Fire Safety) Order 2005 answers who is responsible and for what: the risk assessment and the maintenance of precautions. The Fire Safety (England) Regulations 2022, through Regulation 10, answer how often fire doors are checked in taller residential buildings. Approved Document B answers where fire doors are required in new work and alterations. All three are cited below. The fire door regulations register on this site records, per building, which of them applies and what it requires.

The Order: who, and for what

The responsible person, the employer or the person with control of the premises, must carry out a fire risk assessment under article 9 and keep the fire precautions in efficient working order under article 17. Fire doors are the precaution most often found failed, and the maintenance plan and repairs log on this site are the evidence of the duty.

Regulation 10: how often

Under Regulation 10 of the Fire Safety (England) Regulations 2022, as the Home Office fact sheet cited below states it, the responsible person for a multi-occupied residential building in England with storeys over 11 metres must undertake quarterly checks of all fire doors, including self-closing devices, in the common parts, and, on a best endeavour basis, annual checks of all flat entrance doors that lead onto the common parts. The fact sheet lists what a check covers: whether there has been any alteration or damage to the door's glazing apertures or air transfer grille, whether there are gaps around the door frame and whether the seals and hinges are fitted correctly, that the door closer shuts the door, that the door closes correctly around the whole frame, and that there is no visible damage to the door or the closer. The inspection checklist on this site carries those items.

Approved Document B: where

The building regulations guidance on fire safety in and around buildings, in two volumes: dwellings, and buildings other than dwellings. It is the document the building's design followed, and it says where fire doors protect an escape route or separate a compartment. The certification and installation records on this site are the evidence the doors meet what the design required.

Which applies to a given building

A block of flats over 11 metres: all three. A block under 11 metres: the Order and Approved Document B, with the frequency from the risk assessment. An office or shop: the same. A licensed HMO: the Housing Act 2004 licence conditions as well. The register on this site records the answer per building, with the reason. IgnisTrack lists £49 per user per month on its pricing page, cited below; DoorsetBook Pro is £49 per month for the whole building portfolio.

Questions people ask about fire doors regulations

Are Scotland and Wales the same?

No. The Fire Safety (England) Regulations 2022 are England only; Scotland and Wales have their own fire safety law. The register records the jurisdiction per building.

Where do I start?

With the register: every building, its jurisdiction, its height, whether Regulation 10 applies, and the frequency. The checks follow from it.

Is the register free?

Yes, without an account. Keeping the checks and repairs against it is the paid product.
