Fire doors in flats regulations: who checks which door, how often, and what the resident is told

Updated

Fire doors in flats regulations divide the doors between the responsible person and the resident, and set the frequency by the building's height. Under Regulation 10 of the Fire Safety (England) Regulations 2022, as the Home Office fact sheet cited below states it, the responsible person for a multi-occupied residential building in England with storeys over 11 metres must undertake quarterly checks of all fire doors, including self-closing devices, in the common parts, and, on a best endeavour basis, annual checks of all flat entrance doors that lead onto the common parts. The fact sheet also says what residents should be told: keep doors closed, do not tamper with doors or self-closing devices, and raise faults or damage immediately. In blocks under 11 metres the Fire Safety Order's maintenance duty applies and the risk assessment sets the frequency. The fire door regulations register on this site records the height and the frequency per block, free.

The responsible person's doors

Every fire door in the common parts, on the fact sheet's list of items, quarterly over 11 metres; the flat entrance doors onto the common parts annually on a best endeavour basis. The inspection checklist on this site carries the list and the maintenance plan sizes the rounds.

The resident's door

The entrance door is the resident's to keep closed and unaltered, and the responsible person's to check; the best endeavour wording exists because the check needs the resident to open it. The record of attempts, notices and checks is the evidence for a door the responsible person could not reach.

The information to residents

Given in a form that can be evidenced: a letter, a notice, a welcome pack entry, with the date. Keep doors closed, do not tamper, report damage. A block that cannot show when residents were told has a gap in one of its four compliance records.

Under 11 metres

The Order applies to the common parts, the risk assessment sets the frequency, and the resident information is good practice rather than a regulation. The register on this site records the height and the rule per block; DoorsetBook Pro keeps the checks and attempts per door.

Questions people ask about fire doors in flats regulations

Can the managing agent enter a flat to check the door?

Only with the resident's agreement or as the lease allows; that is why the duty is best endeavour and the record holds the attempts.

What if a resident's door is not a fire door?

The check finds it, the record shows it, and the responsible person and the lease decide the replacement; the certification record holds the new doorset.

Is the register free?

Yes, without an account.
